The franchise MtG most resembles is Battlestar Galactica. Why? Its players exist in, at most, a dozen different models at any given point in time, with perhaps up to 3% variation, 5% if you're lucky.

'nuff said, especially in Jodah's case. I haven't read Johan and Hazezon from Legends I, only Jedit, but I agree with Adira as well.
The problem with Adira is that both Legends cycles of novels were written a long time after the block itself, and the authors just used the names from cards from the Legends set (that led to some discrepancies, such as names of Xira Arien, Tor Wauki and Ramirez DePietro used in both cycles for different persons) so there was no reason (and no opportunity) to print Adira, a character made for the novels.
As for others? Jhoira got a card, but one that in my opinion completely neglected her artificer nature, and that's a pity. From the newer characters, probably Pierakor az Vinrenn D'av (a.k.a. Feather), goblin master engineer Crixizix, huntmaster Jarad, ledev rider Fonn Zunich from the Ravnica novels, and excellent piece of writing from Cory Herndon. Colfenor from Lorwyn.

While I agree it would have been nice to see Feather as a card, from a flavor standpoint it would be very difficult since all of the angels on Ravnica were made in the image of Razia, and are pretty much Razia.
Also, while it isn't technically a character, it would have been nice if we got Parhelion as a card instead of Sunhome.
Freylise, Serra, Urza, Gix, Xantcha, and Yawgmoth. I started playing when Stronghold came out, but my favorite block was Urza's Saga. Any character related to the Weatherlight storyline that didn't get a card should have received that honor. I know Urza and Yawgmoth would have been too powerful, but Wizards was clever. It could have pulled off something cool, fun, and balanced if it really wanted to.
Also, I want a do-over for Gerrard. He could have been so much stronger.

I've always felt that the "They are really powerful/godlike" clause of Oldwalkerhood often gets abused as to get around the possibilities of putting oldwalkers into the new neowalker format.
With the case of Oldwalkers being given Planeswalker cards that we have now, I feel that Flavor can help a lot into making a believable Oldwalker Planeswalker card. Like, people can easily make a Serra Planeswalker card and make it really in-tune with the character.
Even if they're not gonna be put in an actual set, maybe put them in a special From the Vault product, I just know that from nostalgia and flavor alone that would sell.

I know there's still time yet for it but Gissa and Geralf, the necromancer brother and sister on Innistrad. I'd love to see them have cards.
Well in that case, I'm calling Ludevic and Runo Stromkirk. The former because he strikes me as a more powerful necro-alchemist than Geralf and the latter simply because I'm quite intrigued at the way he treats his 'livestock'.
One of my favorite Magic arts, No Rest for the Wicked, featured a text from someone called Sitrik, Birth Priest. That name, title and creature in the artwork really stuck with me when I was younger. I always hoped out there he actually had some story to him. Then the card Phyrexian Monitor came out and it was the same sort of creature, which took away some of its allure for me. -shrug-
Afari and/or Azeworai- Not only did Hakim, Loreweaver get a card instead of these guys, despite them relating most of the flavor text, Mirage didn't even have a green legend, but at least two in every other color.
Pemmin- I realize the character was just a naming device meant to pat Morphling on the back, but I wish just one of the squishy blue wizards in Scourge had a legendary card.
Chiss-Goria- I held out some slim hope that the famous Wizards love for dragons would give this card during Scars of Mirrodin, but tragically, that nod went to a boring black dragon. A black dragon that couldn't tie Sho'Nuff's hakama.
Krark, Pashilak Mons, et al- How many Elf legends are there? What about Angels and Vampires? Goblins have two legends. Why can't they have more? I want more goblin legends, and I barely like the creatures. Think how people who enjoy them must feel.
Maeveen O'Donagh- I realize I'm reaching back into the depths of "prerevisionist" canon we aren't supposed to talk about, but an whole novel revolved around her. No other Magic character got that treatment in the old books.
I could go on with Davvol and Gix, Vuel and Sidar Kondo, Delif and Disa the Restless, Teeka and Asmoranomardicadaistinaculdacar, but all this discussion of what could've been has put me in a bad mood.
If they really wanted to give cards to old planeswalkers, the core set is the prefect place. No storyline, timeless, and now it can have new cards.
TBH, there's even better place for it - all those casual sets that, it seems, we'll be getting on a yearly basis. While the design space in core sets is kinda limited by them being core sets (I mean, really, Urza should be at least two colours, and let's not specify exactly what two colours to avoid the lengthly and utterly discussions, the point here is that we're not going to see two-coloured 'walkers in core sets anytime soon), in those casual sets they're free to do whatever they please, so making some historical EDH sets with unique 'walkers and legends (and maybe some reworks of some older legends since yeah, some of them would really, really enjoy the face-lifting, especially most iconic ones like Gerrard or Volrath) would be nice.
And for everyone looking for Belbe, she was intended to be printed in Nemesis, but Volrath and Crovax squeezed her out (couldn't have three black legends in one small set, the other two were deemed more important).
