Nearheath Chaplain says that it's graveyard ability can only be activated at sorcery speed. Does that mean other cards that don't specify, like Stitchwing Skaab, can be activated at instant speed?
Yes. Activated abilities can be actvated whenever you have priority, i.e. with instant timing, by default. Some abiliies, like that of the Chaplain, have other timing restrictions, which will be spelled out in the abiliy itself or in the rules (e.g. loyalty abilities).
Activated abilities are those with cost:effect btw

712.5b The controller of another player can't make choices or decisions for that player that aren't called for by the rules or by any objects. The controller also can't make any choices or decisions for the player that would be called for by the tournament rules.
