"Instant and sorcery spells you cast cost 1 less to cast for each experience counter you have." Pact of Negation costs 0. Mizzix reduces the cost to -x, where x is the # of experience counters you have, but since the cost can't go below 0, the cost stays at 0. The second cost of the pact (3UU) is an ability, and when it triggers at the beginning of your upkeep you are not casting it, so Mizzix's effect does not reduce the cost.

Read the cards, guys. You might be supposed how many times your questions can be answered with a careful re-read. If that doesn't work, think about it! Wizards doesn't want to break the game, so of course you can't do something like use omniscience to play a fireball for 9,000 damage.
