Eldrazi Obligator
Using a rules enforced 3rd party program, I used this card to test it out, but every time I do, I have a to target a creature, even if I don't pay the cost, which makes sense. However, if I don't pay the cost, the creature gets untapped nonetheless(I don't gain control nor does it gain haste, just untaps), which I'm not sure if thats how the card works or if the program is just misinterpreting how the ability works.
Also another question regarding Obligator and Reality Smasher, if I target it with Obligator, do I have to discard a spell? I'm not sure, I'd say no, but it is a triggered ability off of a spell, so it is being targeted by a 'spell' in a sense, that or im looking too into it.

This is correct. The ability it always placed on the stack, and you have to choose the target when the ability is placed on the stack. The 'may' refers to paying the cost, when the qbility resolves.
However, if I don't pay the cost, the creature gets untapped nonetheless(I don't gain control nor does it gain haste, just untaps), which I'm not sure if thats how the card works or if the program is just misinterpreting how the ability works.
This is an issue with the program. The entire line is part of the 'if you do' and includes gaining control, untapping, and giving it haste. If you don't pay the cost, none of that happens.

No. Creature spells never target. You have an ability that triggers off of casting the Obligator, and that ability targets the Reality Smasher, but the Smasher doesn't care about abilities.
