Aethersnatch resolves and Player B gains control of Merciless Eviction. Player B then announces that he or she is choosing the "exile all artifacts" mode instead. Is this play legal?
No, that's not legal. Modes are only chosen as you cast the spell. All Aethersnatch does is change the controller of the spell and allow them to change targets, so they can't change modes. Using Aethersnatch on a Merciless Eviction does virtually nothing (corner cases aside) because it has no targets and it does not instruct its controller to do anything.
