In limited, if you want to play Wastes, you need to draft them - you cannot add them to your pool like you can Forests, Mountains, Plains, Islands, or Swamps. So if you want to play Wastes in your deck, you have to draft them.
In constructed, the rules are different. You can play any number of Wastes in your deck for constructed, so if you wanted to play a deck with 10+ Wastes, you can.
