Does this counter the fight in any way? Protection means the creature can't be targeted by the punch, but savage punch still has a legal target in the elk herd - so it would nor fizzle and should still try to do as much as it can which would seem to be everything?

If he casts center soul on his heir to the wilds while savage punch is on the stack, savage punch will be countered, as it is trying to target a creature (heir) with protection from green.

How does it work though? I've always thought the rule was "a spell will try to do as much as it can as long as it still has 1 legal target". If you twinbolt two creatures and one becomes illegal, it still kills the other. If you cast hex and 4 of the targets become illegal from a simic charm it'll still kill the other 2.
I've never heard the rule/idea of "forcing a creature to take an action" since that's not really something magic creatures do. Is it a rule specific to fight mechanic or something?

There are a few rules entries that cover this:
701.10b If a creature instructed to fight is no longer on the battlefield or is no longer a creature, no damage is dealt. If a creature is an illegal target for a resolving spell or ability that instructs it to fight, no damage is dealt.
608.2b If the spell or ability specifies targets, it checks whether the targets are still legal. A target that’s no longer in the zone it was in when it was targeted is illegal. Other changes to the game state may cause a target to no longer be legal; for example, its characteristics may have changed or an effect may have changed the text of the spell. If the source of an ability has left the zone it was in, its last known information is used during this process. The spell or ability is countered if all its targets, for every instance of the word “target,” are now illegal. If the spell or ability is not countered, it will resolve normally. Illegal targets, if any, won’t be affected by parts of a resolving spell’s effect for which they’re illegal. Other parts of the effect for which those targets are not illegal may still affect them. If the spell or ability creates any continuous effects that affect game rules (see rule 613.10), those effects don’t apply to illegal targets. If part of the effect requires information about an illegal target, it fails to determine any such information. Any part of the effect that requires that information won’t happen.
