I just want to make sure, but use of a Boogie Board LCD writing tablet would be prohibited, whether or not it included the save page option. Thanks in advance.
I have seen these in use at quite a few Competitive REL events and nobody batted an eye. But as always, talk to the head judge!
The rule book does state no electronic device use at Competitive, though, so I'm curious.
The spirit of the law/letter of the law comes into play here.
I'm not familiar with these, so I just had to look it up. Basically, if it can save what you write, then it can't be used at Comp+ REL.

"capable of" covers every single electronic device on the market that a player would be interested in using for any reason. I suspect most HJs care more about what you're actually doing with the device than what the device is capable of.

In some FNM/StoreEvent you should probably be totally fair with asking the HeadJudge if you can use it.
Should be no problem in most cases.
In bigger Events with lots of people nobody knows, it becomes an issue ofcourse.
