Hey guys!
So this guy at my local FNMs always overcuts my deck on purpose, even telling me once that it was on purpose to clump my deck, and I'm wondering if this is illegal in a registered event? He is the "Judges" (shop owner) cousin so I don't feel comfortable calling him out on it unless I have a ruling to back me up.

Nothing he does has any more likelihood to "clump" your deck, unless you never shuffled legally to begin with.
EDIT: to answer more completely, there's nothing illegal about this. He has the option to full-on shuffle your deck if he wants. At an FNM level he has the option to just cut instead of being forced to shuffle, but he's well within his right to shuffle.
Can I control how my opponent shuffles my deck? For example can I make him not riffle shuffle? Or is that just something I would have to ask nicely about and hope he doesn't do it?

You can ask a judge to shuffle your deck.

There isn't a way to cut a sufficiently random deck to force any kind of pattern (without cheating).
EDIT: to answer more completely, there's nothing illegal about this. He has the option to full-on shuffle your deck if he wants. At an FNM level he has the option to just cut instead of being forced to shuffle, but he's well within his right to shuffle.
