Secure the Wastes has a converted mana cost of 1 at all times, except for when it is on the stack, in which case it has converted mana cost of 1+X (in this case 4). All X spells work in this way.
As a side note, Morph creatures have a converted mana cost of 0 on the battlefield, but 3 when on the stack.
When on the stack, spells that have a cmc with an X in the casting cost have a cmc that includes the value of X. In the situation you are describing, your Secure the Wastes has a cmc of 4, so it is a legal target for the Disdainful Stroke.

A face-down spell on the stack has, same as a face-down permanent, no mana cost, and therefor a converted mana cost of 0. You are paying 3, but that does not mean the spell has a converted mana cost of 3.
