I'm running this FNM- I gave 30 mins to deck build. After doing pairings, I go into the back to set something down and get some tokens for players and dice.
I come back and this girl has no opponent. He is at the counter still deck building with a friend who is explaining what abilities and certain creatures do. It is now 20 minutes into round 1. Please help.
At this point, it's reasonable to rule that the player at the counter has forfeited the match for round 1. You should explain the situation and see if he still wants to play in the remaining rounds.
From the Judging at Regular document:
General Unwanted Behaviors
- Players taking unreasonable amounts of time sideboarding or making play decisions.
- Inadequate shuffling.
- Asking for or providing strategic advice during a match or draft.
- Tardiness.
Educating players who exhibit these behaviors should be your primary motivation as a judge. It can be useful to reinforce this education with more stern penalties should a player's unwanted behaviour continue, especially in cases where players are likely to upset others. A player that is more than 10 minutes late to a match is considered to have forfeited the match and should be dropped at the end of round if he or she is still absent.
Assuming your FNM is run at Regular REL (Rules Enforcement Level), this bit applies:
"Additionally, a player that is more than 10 minutes late to a match is considered to have forfeited the match and should be dropped at the end of round if he or she is still absent."
Also, give him a stern talking-to.
If it's Competitive, then this bit applies:
"3.1. Tournament Error — Tardiness
...
A player not in his or her seat 10
minutes into the round will receive a Match Loss and be dropped from the tournament unless he or she reports to the Head Judge or Scorekeeper before the end of the round."
