I know that any competitive level event you must submit a deck list and cannot make changes to your deck between rounds.
I am unclear however on if it is against the rules to change your deck between rounds during a Regular REL.
Is this considered ok, just because there is no way to enforce a rule that would prevent this? (please refer to any rule directly if available)
My specific reasoning is if a player accidentally plays with a card that isn't legal in the format, then the "Judging a Regular REL" document states that it must be replaced with a basic land. Can that player then change that land to something else after the current game or round is over?
The "Judging at Regular" document only replaces the "Infraction Procedure Guide" at Regular REL events, and the "Magic Tournament Rules" are still in full effect. Though there aren't any decklists to enforce it at Regular REL, everyone is still expected to keep their decks in the proper configuration from round to round. If you have to make a change at the direction of a Judge, that's fine, but you aren't allowed to make any further changes on your own.

Here it explains about continuous construction for Limited formats, and how in a Constructed format your deck should always begin a round in its original state, as when you began in the tournament.
I talked to my local jugde about that some times before and at this time and he came to the following conclusion:
- there is no deckcheck in regular
- there is no penalty for deck registration violation
= you can do what you want and this includes preboarding / changes to the deck
For Limited this is correct, but not Constructed. You should encourage your local judge to have a discussion with his mentor or Regional Coordinator to get some guidance on this point.

Section 3.15 of the MTR talks about Sideboards, and includes this statement: "The deck and sideboard must each be returned to their original compositions before the first game of each match."
Like TheJord01 pointed out, Regular REL Limited without decklists is handled differently. "Continuous construction" in such an event is an established policy, but it doesn't carry over to Constructed events.
In Limited events at Regular REL (like an FNM Draft), you are allowed to change the composition of your deck because the Magic Tournament Rules say that you can:
Players participating in Limited tournaments that do not use decklists may freely change the composition of their decks between matches by exchanging cards from their deck for cards in their sideboard without being required to return their deck to its original composition before their next match. The Head Judge or Tournament Organizer must inform players if this option is not being used prior to the start of deckbuilding. This option is not available at Competitive or Professional REL tournaments.
However, for Constructed events, there isn't a similar line in the MTR, so even though there aren't decklists, you are NOT allowed to change your deck between matches or pre-sideboard.
