MONASTERY SWIFTSPEAR - laid the turn of but it has haste so it can attack, I declare that I attack then I cast the following instant which is effected by the first card and the creature card
REFOCUS - with all cards combined my creature gets +2+2, untaps, I get to draw 1 card from the instant and 1 card from the enchantment, then I discard and player takes 3 damage
Is this how the turn would play out? If you could provide the rulings that support this then that would be even more splendid
When you cast Refocus, three triggers go on the stack: the prowess trigger from the Swiftspear, and both triggers from the Ascendency. Due to the Ascendency and prowess triggers, your Swiftspear will become an untapped 3/4. And due to the other trigger from the Ascendency, you can draw a card, then discard a card. You can stack those triggers however you want, but all three triggers will resolve before Refocus. When Refocus resolves, you'll untap the target creature and draw a card.
