If I control Dictate of the Twin Gods and I cast Eye for an Eye, how does this work? Is it doubled to both targets or normal to both, or is there a situation where I can make it normal to me and double to my opponent?

Without going into each of the examples in detail, here is the general principle that will let you sort out all of these examples:
616.1. If two or more replacement and/or prevention effects are attempting to modify the way an event affects an object or player, the affected object's controller (or its owner if it has no controller) or the affected player chooses one to apply, following the steps listed below. If two or more players have to make these choices at the same time, choices are made in APNAP order (see rule 101.4).

For the first three, this should a answer your question. Since you control the swans, you order the replacement effects.
4. Yes. Since palms prevents and then deals, you can double the damage, prevent and create a new instance of damage, and then double that. Unfortunately the answer is no for reflect damage. Reflect damage redirects the damage, and since you can't apply a replacement effect to the same instance of damage twice, it's only doubled once.
5. X damage comes at you. You have two replacement effects to order: Eye and Dictate. If you choose dictate, there is 2X damage coming at you with only Eye eligible to apply. Eye will have the 2X still go at you and deal 2X to your opponent. This is a new damage instance, so dictate will double it. You take 2X, they take 4X. This is the closest to the desired situation you can get. If you choose to apply eye first, it'll be 2X to everyone.

If I control Dictate of the Twin Gods and Swans of Bryn Argoll, can I have the damage be doubled before it is prevented to help me draw more cards?
If I control Swans of Bryn Argoll and Mark of Asylum and an opponent's noncombat source would deal damage to Swans of Bryn Argoll, can I prevent the noncombat damage via Mark of Asylum to stop my opponent from drawing cards from Swans?
If I control Dictate of the Twin Gods and I cast Deflecting Palm, can I have the damage be doubled twice? How about if I cast Reflect Damage?
