If my opponent passes the turn without attacking with his (non-summoning-sick) Monstrous Carabids at competitive REL and I notice, what are my options?
Depends on when it was caught. If it was caught immediately (like if he drew a card for turn, played a land, and then passed, then you called a judge), the player who controls monstrous carabid would receive a warning for Game play error - Game rule violation, and we would probably rewind back to the point just before he made the mistake (assuming too many things hadn't happened since then). If it had been missed and ignored by both players, the player would still get the same penalty, however, the other player would also probably get a warning for failure to maintain game state, and we probably wouldn't rewind (again, depends on how much has happened).
Basically, they just get a warning, and we rewind if it was caught immediately. Otherwise, if it was caught later, both players would get a warning, and we probably wouldn't do a rewind.

Unlike a missed triggered ability, this is not something you can notice and let pass. You must react. Call a judge immediately. If the mistake is caught in time (and the judge has no doubt it was an honest mistake and not cheating) the game will be rewound to the point of declaring attackers.

I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
