My opponent has a Merfolk Rejeerey and a Lord of Atlantis in play and casts another Rejeerey and I let the tap ability go on the stack and I don't say anything. After he untaps a land, I Shard Volley his Rejeerey, but he states, "we've passed the point," and I tell him I had a response, even though I never said a word. The judge of the FNM agrees, and explains, but I mentally block them out because I'll admit I'm a little miffed, but mostly because I'm back to strategizing. Can someone explain why? I thought I have a chance to respond, because the trigger from Rejeerey is on the stack and resolves and it's on top of the stack, then I still have a chance to kill the current Rejeerey before the second hits the battlefield, correct? What's going on? I don't want to be caught like this again.
The new Reejery will go on the stack, and then the effect of the old reejerey to tap or untap something. After the tap/untap ability resolves, both players will receive priority, and you can if you so choose, Shard volley the reejerey that is currently on the field, before the second one comes out to pump the rest of the merfolk.
So, you can respond after the tapping ability resolves.
116.3b The active player receives priority after a spell or ability (other than a mana ability) resolves. #
116.3c If a player has priority when he or she casts a spell, activates an ability, or takes a special action, that player receives priority afterward. #
116.3d If a player has priority and chooses not to take any actions, that player passes. If any mana is in that players mana pool, he or she announces what mana is there. Then the next player in turn order receives priority. #

You were correct in this.
The triggered ability from Merrow Reejery goes onto the stack on top of the Merfolk spell that triggers it. Players get priority after each object on the stack resolves, before the next one does. You should be able to cast Shard Volley before the second Reejery resolves even if you first allow the triggered ability to resolve.
Normally I would advise that you call a judge in situations like this, but since a judge was already involved, by other suggestion would be to simply explain the precise details of what you are doing (e.g. "Casting Shard Volley after the trigger resolves but while Reejery is still on the stack.") It sound to me like your opponent was trying to rush things and avoid giving you the opportunity to respond.

Yes, the Merrow Reejerey would be killed since it would be 3/3. The second Reejerey is still on the stack after the tap/untap trigger resolves.
The judge and other player may have been confused by the term "plays", and thought it meant "when it enters the battlefield" (this of course is incorrect). The oracle text for Merrow Reejerey clears it up by stating it triggers when a Merfolk spell is cast.
