If I have a Varolz, the Scar-Striped on the field and I decide to scavenge a Pack Rat will it get one +1/+1 counter or 0? I don't understand how P/T works when a */* creature is in the graveyard. Would this change if I already control a second Pack Rat on the battlefield? Thank you.
Pack Rats' first ability is what's known as a characteristic-defining ability. A characteristic-defining ability functions everywhere. So the power and toughness of a Pack Rats on the battlefield would be the same power and toughness as a card named Pack Rats in your graveyard. Thus, when you scavenge, you determine the power of the card as though it were on the battlefield (but not including itself), and you put that many +1/+1 counters on the creature you targeted.

See that is the confusing part because if there is a single Pack Rat on the battlefield it is a 1/1... even if there is a Pack Rat in the graveyard.
So theoretically the answers would be:
Situation 1 (no rats on field) = 0 counters from scavenge
Situation 2 (1 on field) = a single +1/+1 counter from scavenge
Correct. If you have 1 Rat on the battlefield then all Pack Rats in all zones (hand, library, battlefield, graveyard, etc) will be 1/1. When you go to use scavenge the Pack Rat will be treated as though it had that number printed on it.
