Yes. You choose a number when you cast the spell, then pay that much for X when it comes time to pay the costs. It was common to cast a first turn Green Sun's Zenith to search for a Dryad Arbor, casting GSZ for X=0.

I could do that heroic thing... What I was thinking of doing was using Dismiss into Dream and use just the fact that they were targeted to wreck his stuff. If I used Glaring Spotlight as well I could target things with Hexproof.
Except you can't do that with most X cards (with comet storm, you CAN, but not with most X cards). When you're dividing anything (damage, counters, etc) you MUST assign at least one of whatever's being divided to each target. For example, if you cast Aurelia's Fury for X=0, you can't pick any targets.
