Hi everyone. New here. Playing the other day, a friend attacked with a card thats ability was "tap "swamp symbol" add +1/+1 until end of turn". When he did that he tapped 12 swamps and made his creature a +13/+13. I made the argument that he needed an "X" to be able to do that. He diasgreed. Who is correct.

You say it was a Nantuko Shade but that is not the next on Nantuko Shade. If a card did say "T,B: ~ gets +1/+1 until end of turn" you'd only be able to activate it once unless you had a way to untap it.

The ability is labeled as cost: effect (the colon always separates the two parts). Unless otherwise stated you can activate an ability as many times as you want per turn provided you can pay the costs.
Some cards like Rootwalla have a limitation on the number of times the ability can be activated.
On cards like this it's not usually listed as X: effect unless the X has some additional effect on the ability such as on Mirror Entity
Not that on something which costs 1 Tap: Target creature gets +1/+1 until end of turn, the tapping is part of the cost, so unless you had a way to untap it, you couldn't tap it as part of the cost a second time.
