Time stamp does not apply in this situation. Anything that says something "cannot" be done, or in some other wording makes somebody unable to do something, that takes precedence over anything that says said action "can" be done...if that makes sense.
For example, if you control an abyssal persecutor, and you draw cards from your empty library while you also control a laboratory maniac, you will not win the game.
Also, read up on the basics of layers. Many rulings involving layers can actually be resolved using dependency, as opposed to timestamp order. Although the "can" vs. "cannot" rule is not technically a dependancy issue, it's important to understand when to apply and when not to apply timestamp order to determine a ruling.
