Can you cast condemn after combat dmg has been done? Does the creature still count as attacking till the clean up step?
Scenario.
Karona attacking, opponent owns it, saying Avatar, opponent has Ryusei(enchanted with vow so he has 7/7)
Opponent attacked into opponent's ryusei, killing ryusei, 7 dmg marked on karona, then b4 ryusei triggering he wanted to condemn so i lose my general, is it legal play? I let it go but wanna know

You can cast Condemn during the 511. End of Combat Step, which is after combat damage has been dealt. Creatures are not removed from combat until the end of the End of Combat step. Creatures are considered attacking or blocking until the end of this step.
511.3. As soon as the end of combat step ends, all creatures and planeswalkers are removed from combat. After the end of combat step ends, the combat phase is over and the postcombat main phase begins (see rule 505).
As for your scenario: Ryusei dies and its ability is put on the stack. Condemning the Karona is a legal play, as it still is attacking.
You know, many questions like this would be more easily answered if WOTC made it more clear what the phases and steps of a turn actually are. There are a ton of steps where you typically do nothing so a lot of people don't know they actually exist.
I only know that the combat phase has a step after damage because during Kamigawa block, it was sometimes more mana advantageous to ninjitsu a ninja on your unblocked attacker AFTER damage provided the cost of recasting the unblocked creature plus the ninjitsu ability was less then hardcasting the ninja. And of course the ninjutsu creature's saboteur ability wasn't particularly relevant at the time.
