My question is at what point do the permanents get bounced? I'm pretty sure I can choose to replace any of my 5 draws with the Words trigger, since I can keep applying the Chains trigger first until I reach the draw I want to replace with the Words trigger.
However, when does the bounce happen in relation to the other players? If I replace my first draw with the Words trigger, will the permanents get bounced before each player has to try to draw their 2nd-5th cards, leading to a chain of Chains discard-draws instead of Chains milling? Or does the bounce happen after all 5 draws have occurred for each player regardless of the draw I replace with the Words trigger?
When multiple players would draw cards at the same time, the active player does all of their draws, then you go in turn order for the rest of the draws. If it's your turn, you'll deal with all five of your draws before anyone else draws a card. If, say, you're Player A and it's Player C's turn when you cast Windfall, Player C will deal with their draws, then Player D, then you, then Player B.
120.2a If an effect instructs more than one player to draw cards, the active player performs all of his or her draws first, then each other player in turn order does the same.

1st when an instruction tell everyone to draw, it is done in turn order not all at once.
The permanents will be bounced before any player draws any card ( because you 1st draw before or after chains is replaced), since it is a replacement affect it doesn't use the stack and just happens instead of the event.
If you had no cards in hand (always true) then you get to pick how many cards you draw before having everyone bounce something (if you ever choose to pick that option that is)
edit: assuming your turn because it is sorc, otherwise everyone before you in turn order would have drawn their cards before bouncing.
You do get to choose the order in which to apply the replacement effects of Words and Chains, but you can't wait past the 1st draw to apply Words. Chains' replacement effect creates an event that Words can still apply to ("If the player discards a card this way, he or she draws a card"), so it has to be applied.
