I have a question regarding the timing of when you decide how to pay for hybrid symbols and how cost reductions affect them.
If I'm casting a Spectral Procession, and have an Arcane Melee out, I would assume that the cost reduction would apply to one of the (2/W), allowing me to cast it for (2/W)(2/W).
However, can choose to have it not apply, if for some reason I really want to cast it for WWW?
Similarly, if I have an Edgewalker on the battlefield, and I begin casting a Medicine Runner, can I pay 1G to cast it, or do I have to pay 1?

Casting spells is a pretty detailed process, covered by rule 601 in the Comprehensive Rules. The second step (after announcement and putting on the stack) is to determine modes (e.g., Izzet Charm), values of X (e.g., Fireball), and, important to this question, how you're going to pay costs. This includes things like hybrid mana (which half you're going to pay), and Phyrexian mana (colored mana or 2 life).
Later in the process of casting the spell (after declaring targets and divisions of effects), you determine the cost for the spell, including cost reductions and increases.
So! To make a long story slightly longer, yes, you can pay WW to cast Spectral Procession with Arcane Melee out. The way you do it is, you say you're casting it for 2WW, and then Arcane Melee's cost-reduction takes effect and knocks it down to WW. However, if for some reason you want to pay WWW to cast it, you can do so by announcing that you intend to pay WWW for it instead of 2WW.
