Transmute Artifact says,
(if this resolves), Sacrifice an artifact. Search your library for an artifact, if it has the same cmc or lower, then put it onto the battlefield. You may put an artifact with a higher cmc onto the battlefield and you must pay the difference in cost. If you search your library for a card with a higher mana cost, and you choose not to pay the difference, it is put into your graveyard.
If Su-Chi is the artifact you sacrifice,
can you use the mana to pay for the difference in cost?
This is how it worked in the past when you just felt your way around the rules of the game. They're both in the same set and the combo should work together...
You'll cast the Transmute Artifact. When the Transmute resolves, you will sacrifice Su-Chi. It's ability triggers, but it waits for a little bit to go on the stack. Then you will search for an artifact and otherwise finish casting Transumte Artifact, including choosing whether to pay the mana and put the new artifact on the battlefield.
At this point, Transmute Artifact will finish resolving. State-Based Actions are checked, and now, Su-Chi's ability goes on the stack. Only when that ability resolves do you get your {4}, far too late to use it for the Transmutation.

Went to a new shop from a friend's recommendation, DQ'ed for willful violation of CR 100.6b.
No you won't be able to use the mana from the Su-Chi. The reason is it's sacrificed as part of the resolution of the spell, the su-chi's ability will trigger but it won't go on the stack until after the spell has completly resolved. Since you need to pay the cost as the spell is resolving, you won't have that mana in your mana pool to use.
