Level 2 Magic Judge
Procrastination is an art form, and I am an artist. Knowledge knows no bounds.
And so people say to me, "How do I know if a word is real?" You know, anyone who's read a children's book knows that love makes things real. If you love a word, use it! That makes it real. Being in the dictionary is an artificial distinction; it doesn't make the word any more real than any other word. If you love a word, it becomes real.

I believe firespout is a multicolored spell regardless of mana spent to cast it. For example, it would do nothing if cast from Omniscience, but it would be a R/G spell on the stack still.
However, Ishmael is correct in saying that Ultimate has no legal target if Rakdos Cackler is the only creature on the field.
No. The hybrid mana symbol makes the creature, for all intents and purposes, both colors that are represented.
(The only exceptions being cards like Firespout from Shadowmoor that care which mana was used to cast it. Those will specify in the card text.)
Just to be clear: Firespout is both red and green. Since it is a hybrid card, as your first sentence mentions. Regardless of what mana is used to cast it.
More specifically, could I target it with Ultimate Price?

You cannot target Rakdos Cackler with Ultimate Price.
