This might be a newb question but the wording on goatnapper confuses me. Can Goatnapper only steal a creature that's already tapped? Or is this like an Act of Treason ruling and the creature doesn't necessarily have to be tapped to gain control of it?
The targetting requirement for goatnapper is goat, it doesn't matter if that goat is tapped or not. So you can take control of a goat that is untapped.
No, it can target any creature or other permanent, tapped or untapped (as long as it has the Goat subtype). This is similar to Act of Treason. If you target a tapped permanent, it will untap, you will gain control of it, and it will gain haste. If you target an untapped permanent, the untap effect will do nothing, but you will still gain control of it and it will still gain haste.
Goatnapper works the same way as act of treason if it meant for you to only be able to target a tapped goat it would read 'untap target tapped Goat and gain control of it until end of turn. It gains haste until end of turn.'
AS it does not you can target any goat and if it is not tapped the part of the ability that untaps the goat is ignored.
