If I have a Desecration Demon soulbonded to Galvanic Alchemist and my opponent responds to the demo trigger and sacs a creature to tap it and put a +1/+1 counter on it. Do I still have priority before declaring attackers to use the soulbonded ability to untap the demon so I can swing with it?
It is my understanding that priority has to pass all player without response before moving on the next phase, so this should work right?

You are correct both players get priority during the beginning of combat step. So you will be able to untap your now larger Desecration Demon before you move through to the declare attackers step.

Couldn't the player sac another creature in response to the Galvanic Alchemist?
No. Desecration Demon has a triggered ability (the word "at" identifies it as one) that allows an opponent to sacrifice a creature to tap the Demon one time when it resolves.
It would have to be an activated ability (in the form of Cost: Effect, with a clause allowing players other than the Demon's controller to activate it) in order to work the way you expect.
