Lets say I have no creatures in play and a Phyrexian Vault in play then I attempt to play a Dracoplasm. Is it possible to use the Phyrexian Vault to draw a card from the Dracoplasm before the Dracoplasm causes itself to go to the graveyard?
Nope, you cannot do that. I don't know the exact phrasing for state-based action rules, but basically after any resolution, the game checks for odds and ends (loose auras, creatures with 0 toughness or lethal damage) before anyone gains priority, and you cannot do anything until you get priority, by which time your creature is in the graveyard.
As Dracoplasm enters the battlefield, sacrifice any number of creatures. Dracoplasm's power becomes the total power of those creatures and its toughness becomes their total toughness.
If it hits play as a 0/0, state-based actions would put it straight into the graveyard with no chance to respond.
