Okay so just checking but if my buddy plays two Patron Wizards and then taps one wizard he is only activating the ability of one Patron Wizard and my spell is countered unless I pay 1. Am I correct in this reasoning?
That is correct. The activation cost of Patron Wizard's ability is "tap an untapped Wizard you control"; that need not be the Patron Wizard whose ability he's activating (and as that ability doesn't include the tap symbol in its cost, it can tap itself even if it's just come under his control).
Bear in mind, though, that he can't cast a Patron Wizard in response to a spell you've just cast unless something is giving him the ability to cast creature spells as if they had flash.
