Indeed. As long as you have the mana, you can activate that ability as many times as you like.

Untapping happens in the Untap step, not the Upkeep phase.
I would recommend reviewing page 17 of the Basic Rulebook to familiarize yourself with the parts of a turn.
Unless otherwise stated you can use an activated ability as many times as you can pay the cost. So if the cost is R and you have enough mana to pay it 5 times you can activate it 5 times giving the creature a total of +5/+0.

Absent some kind of restriction on how many times you can activate the ability, which would be printed as part of the ability's text (i.e., "activate this once per turn"), you can activate the ability as many times as you can pay its cost. So, if the ability says "R: ~This creature gets +1/+0.", then you can activate that ability as many times as you can pay R. (Loyalty abilities of planeswalkers are specifically an exception in the rules.)

Thanks my biggest question was about act of treason and similar effects. I should have realized that it returning to their control would have resulting in it untapping during their upkeep phase since it would be under their control
Nitpicking, but similar to what epeeguy said, there is no "Untap Phase". The Untap step is rolled into the Beginning Phase along with the Upkeep step and the Draw step.
you are right it's a little Nitpicking but there is a difference to Uptap step and Upkeep step one being players can cast spells during Upkeep not untap.
