Well earlier today while i was playing EDH with some folks down at a LGS, i ran into a bit of rules snafu and we couldn't figure out what the correct ruling on the issue was.
Your opponent's maximum hand size is "no maximum, reduced by seven". Which is the same as no maximum at all; he can have as many cards in hand as he likes.
He has no maximum hand size. Therefore, Jin-Gitaxias's ability cannot reduce his maximum hand size (he doesn't have one). So he will not discard anything.
(Nitpick: discarding takes place during the cleanup step, not the end step.)
He won't have to discard. Normally, a player discards down to his or her maximum hand size during his or her cleanup step. But since the Journal controller doesn't have a maximum hand size, he or she won't have to discard. Jin doesn't affect this.

Yeah i know it occurs during the cleanup step, just i commonly refer to it as the end step, alright thank you folks.
My opponent had Venser's Journal in play already previously to this and i had just Hardcasted Jin-Gitaxias, Core Augur while responding to the casting of his general Niv-Mizzet, the Firemind
My question is as follows what happens at the end step during my opponent's turn, since the journal is active, what happens?

Lightning Bolts don't kill creatures. State-based actions kill creatures.
