There's a rule in Magic - I'd have to dig in the Comp Rules to find it for you - that basically states that wording such as on Immaculate Magistrate is meant to imply Elf permanents you control.
The word "control" on the card refers to a permanent on the battlefield. A tribal card is not a permanent on the battlefield, so it does not count as an elf you control.
Here is the ruling on tribal instants
If a spell asks whether you control a Goblin, it's asking whether you control a Goblin permanent. It won't count Goblin spells you control (including itself).
You control one elf, so you get 1 counter.
