I had 4 land and 1 Goblin Arsonist on the board and my opponents had 5 creatures, giving a total of 6 creatures. Therefore, Blasphemous Act's cost was 3. I paid the 3 to cast Blasphemous Act, but before it resolved, I used my other 1 land to play Goblin Grenade and chose my Arsonist.
My opponent stated I couldn't because then I wouldn't have enough to cast Blasphemous Act whose cost would go up when my Goblin died, but I said that Blashphamous Act's cost had already been paid and so its cost wouldn't be effected.
To avoid an arguement (this guys a sore loser) I just agreed with him, but I am curious as to who was right.
So Grenade wouldn't resolve before Blasphemous Act does? Sorry I just want to be clear on this for future reference.
If you cast Act first, you can't cast Grenade until after Act has resolved, which is too late as you won't have any Goblins left.
IF you cast Grenade first, you can cast Act after Grenade resolves. However, it will cost more because the goblin you sacrificed (and potentially the target) will be dead.

Yes that is correct. You would cast Fling second on top of the stack, thus it resolves first and then Blasphemous Act would resolve at just the 3 mana that you originally paid for it. The key point to this issue is you cannot play a sorcery on the stack, only instants.

However, Grenade is a Sorcery and therefore cannot be cast in response to your Act.
