Played a recent game of Commander on MWS, and my opponent and myself had a disagreement about the ruling on CMC, the reason being if he is correct then I would have lost that match, but instead I won.
My opponent casts Draining Whelk targeting Notorious Throng and proceeds to place 6 +1/+1 counters on it. From my understanding he only gets 4 because the cards CMC is 3U.
He states that because the spell is on the stack being paid for with 5U that that is the CMC using an example that Chalice of the Void's CMC is 0 but you cast it for 3 its CMC on the stack is 3.
The extra 2 counters would have killed me before I found an answer and won. I read the rulings on it and I believe I am correct, but if I am not I would like to know for future reference.
CMC is the absolute vale of a card's (or token's) mana cost.
The mana cost of a card is the mana symbols at the top of the card, nothing else.
The reason chalice's CMC (which cant ever be 3) changes is because it has a variable (x) in it's mana cost. Since x can change, it's mana cost can change (only when it's on the stack, every were else x=0).
202.1. A card’s mana cost is indicated by mana symbols near the top of the card. (See rule 107.4.) On most cards, these symbols are printed in the upper right corner. Some cards from the Future Sight set have alternate frames in which the mana symbols appear to the left of the illustration.
202.3. The converted mana cost of an object is a number equal to the total amount of mana in its mana cost, regardless of color.
you are correct. Converted mana cost is printed in the upper right hand corner of all magic cards (cept for Futureshifted cards) so, you are entirely in the right, and won the game.

Sorry to reanimate this post but it is relevant to my question (and I would rather research my answer than start a new thread...which ive tried to do here) - If an opponent plays Comet Storm with X being 6. If I then cast Draining Whelk, does it come into play with 8 +1/+1 counters because the Comet Storm was on the stack when the Whelk was cast and therefore, according to Comp Rules, its CMC is 8 at the time the Whelk was cast?

Scenario 2; the same but a kicker of 2 is paid, raising the over all cost of the Comet Storm to 10 - does the Whelk get +10/+10??

The converted mana cost of Comet Storm is basically X + 2 (i.e. excluding all additional costs -- kicker, entwine, etc.). Therefore, the answer to your first part of the question is yes and the second part of your question is no.
