No, Regenerating a creature replaces a destroy event, taps the creature and removes it from combat.
Sacrifice is not a destroy event, its the permanent's owner simply puts it into his/her graveyard so this cannot be replaced.
Edit: Regenerate also removes all damage marked on the creature.
No. Sacrificing is not an effect that hits the creature, it's an effect that hits you as a player. You have to sac something, something is not destroyed. Regeneration prevents the destruction of a creature and similar effects through damage.
