If my Commander is Grimgrin, Corpse-Born which has been cast twice already (making this one the third cast) and I have Rooftop Storm on the battlefield, how much does it cost to cast Grimmy, or 7UB (normal cost plus :4mana:)
Am I allowed to play non-color associated artifacts in my decks? Example, could I play Phyrexian Processor in a deck with a non-black Commander? I'm 90% certain it's okay but just want to make sure.
Also, since Riptide Replicator would give me the option, do I have to choose the color of my Commander? Could I choose blue creature if my commander were not blue?

You don't have to pay the mana cost, but you do have to pay any additional costs. In this case, total cost will be 4.

Yes, that's fine. The restriction for Color Identity only cares about mana symbols and color indicators (formerly CDAs that define color).

See the last question. You can choose any color. The restriction just means you couldn't produce mana of a color outside your commander's color, and you can't include cards with mana symbols or color indicators not found on your commander during deck construction.
