Alright, according to the FAQ on Wizard's site; 'The two faces of a double-faced card are often the same color, but not always. The back face's characteristics matter only if the card is on the battlefield and its back face is showing. Otherwise, only the front face's characteristics count. (For example, Gatstaf Shepherd's converted mana cost when it's in your deck is 2, not zero.)'
So my question was this; if the back side's characteristics only matter when it is in play and showing, is the color identity of the card considered to only be the identity of the front face? For example, could an EDH deck running a blue general run Civilized Scholar? Or is color identity overarching enough that it counts both sides at the same time? I'm not versed enough with how it works to really be sure.

I thought all Commander cared about was Red mana symbols in the text or mana cost? In that case Civilized Scholar would indeed be playable in mono-Blue.
Oh, I thought he was talking about playing a spell that is countering a spell with counters on it as it comes into play, but I see you guys were just discussing whether he was flashing a creature with flash in order to flash a flashback or just flashing a creature with flash but not needing flash in order to flashback a spell without flash.

Yes, there has. From rules manager Matt Tabak's Twitter feed:
A DFC's color identity is determined from both faces. You cmdr. must be all the colors there (incl. mana symbols, etc.).
Judging by papa_funk's comments here, the RC is behind this too.
