While controlling Player B's turn, Player A casts Swords to Plowshares on Player B's General. Can Player A choose to have the General permanently exiled, or does Player B retain control to instead send it to the command zone?
If Player B does not have this ability, then would Player B's general be considered RFG for the rest of the game?
But aside from I think one card, there'd be no way to retrieve the General, correct? Once the general is in Exile, a player cannot opt to get it out freely.
The rule.Normally, the decision is made by Player B. However, because of the Mindslaver effect giving Player A control over Player B, Player A makes the decision.
Player A can opt not to apply the replacement effect. The General will then wind up in Exile, until something moves it.
I disagree. I don't think Mindslaver makes Player A the new owner of the general. So while Player A can Swords B's general, Player B, the owner of the general, makes the decision as to where the general goes.

Except Player A controls the in-game actions of Player B, so A gets to chose.
From the Mindslaver it seems pretty clear that A does what A wants:
You control target player during that player's next turn. (You see all cards that player could see and make all decisions for the player.)
Player A is playing Player B
Player B has his/her general on the battlefield
Player A plays a Mindslaver and activates it.
