I'm considering making a Richard Garfield, Ph.D. EDH deck, which obviously has to be all blue at least in card composition, but I am wondering if I can play split colored spells using his ability (or multicolor cards for that matter).
mana cost has to be exact, color and all in mental magic. none of your example will work. (Of course, with un-card being not in anyway legal and all, it's really up to your play group if they want to allow it.)
"You may play cards as though they were other Magic cards of your choice with the same mana cost. (Mana cost includes color.) You can't choose the same card twice."
Not sure about the Mox Emerald question right now.

Edit: Richard's not technically legal as a general in EDH, so there aren't any hard and fast rules about what you can play with him. My personal opinion is that playing a card that you shouldn't be allowed to play a card that you can't include in your deck, and you certainly shouldn't be allowed to play banned cards (Mox Emerald).
You could not cast a Mox Emerald. Richard only lets you cast cards that are legal in that format, and Mox Emerald is not legal in Commander/EDH. From the Unhinged FAQTIWDAWCC:
What cards may I use with Richard's ability?
Here's how it works. Richard's ability can be used to make any card legal in the format you're playing. So if, for example, you're playing Extended with _Un_ cards, you may use Richard's ability to make any Extended-legal or silver-bordered card. If you're playing with all cards legal (for example, the Vintage format with _Un_ cards), then Black Lotus and Ancestral Recall are legal choices. This also means that in limited, Richard can make any card available in that card pool. Be aware that your playgroup can choose to override this limitation if it chooses.

Ie. can I play my Stormtide Leviathan as a Nicol Bolas, Planeswalker?
Or can I play my Phantom Monster as a Swans of Brynn Argoll?
Also, what about cards with mana costs that are different in their rules text, ie, could I play a Welding Jar as a Mox Emerald?
I realize that this is not exactly standard sort of rules issues, but I'm just curious about it.

Mana cost includes color. You can't play Stormtide Leviathan as Nicol Bolas, Planeswalker because Leviathan's mana cost is 5UUU and Bolas' is 4UBBR.
