Standstill says that each of the opponents will draw cards. "Range" has no rules meaning in the official rules as far as I am aware, but if you are using it as a house rule, it is up to your group to decide exactly how that will work.
Only players within your range of influence are affected. Players outside your RoI, for all intents and purposes do not exist.

Range of Influence does in fact have rules support.

I think the effect is controlled by player A, so, despite the fact that's it's player B's turn, only players A and E would draw.
