Does this combo work? During my turn, I activate the Thran Weaponry, making all creatures +2/+2. Then on my opponent's turn, the only creatures that untap are the ones that originally had a power of zero. Then during my untap phase, I choose to untap the weaponry. Do my creatures that go back down to having a power or 2 or less untap?
Ok not the answer I was hoping for but thanks for your help. I guess I will have to add something to my deck to untap my Thran Weaponry during my opponent's discard phase.

It won't. From the Comprehensive Rules:
610.2c If a continuous effect generated by the resolution of a spell or ability modifies the characteristics or changes the controller of any objects, the set of objects it affects is determined when that continuous effect begins. After that point, the set won’t change. (Note that this works differently than a continuous effect from a static ability.) A continuous effect generated by the resolution of a spell or ability that doesn’t modify the characteristics or change the controller of any objects modifies the rules of the game, so it can affect objects that weren’t affected when that continuous effect began.
Since Thran Weaponry's ability creates an effect that modifies the power and toughness of creatures on the battlefield, it only affects those creatures on the battlefield at the time the ability resolved. Creatures that enter the battlefield after the ability resolves are unaffected.
