Am i required to target an artifact, enchantment, creature, and land to play decimate? I assume that if I have a creature and then don't, I have to target my creature, but can I cast the spell if say, no enchantments are in play?

You can't cast it with one of the targets missing.
If, however, one of the targets becomes illegal before the spell resolves (if, say, it leaves play or gains shroud), the spell will still resolve as much as possible, it simply won't affect the illegal target.

If the spell or ability is not countered, it will resolve normally, affecting only the targets that are still legal. If a target is illegal, the spell or ability can't perform any actions on it or make the target perform any actions.

No, you would not be able to play it in the first place... you would have commited and illegal action, receive a Game-rule violation (if playing in a tournament) and then the game back-up the game to the point just before the illegal action happened, in this case just before playing the illegal spell and returning it to your hand. (If playing in a tournament, dont begin to back up the game, let the judge handle that)
