ok it my oppents turn and i have a Djinn Of Wishes in play with 3 counters on him and 7 mana open. he goes to entering combat. i play 4, remove a counter and flip a land, can i play it? same thing but i flip an enchantment or a creature,. can i play it?

You may not ever play a land on your opponent's turn. Ever. (There is a rule that explicitly says this.)
You can cast enchantments or creatures because the Djinn's ability says you can.
