ok if my oppent has a lethal vapors and a Endless Whispers and plays a leveler then i chose to skip my next turn to distory the vapors after leveler's abilty resolved, can he respond by doing the same, causing me to want to do the same. if so if neather of us wanted to take the next turn (since the person that did would lose the game) how would this get resolved in a tunament?

The active player chooses a number. Then the non-active player chooses a number. Then each player plays the ability a number of times equal to the number they chose, and the game continues. Since the non-active player chooses last, they can always name a higher number than the active player, so they will win (unless for some reason they choose not to).
421.1. Occasionally the game can get into a state in which a set of actions could be repeated forever. These rules (sometimes called the "infinity rules") govern how to break such loops.
421.5. If the loop contains more than one set of optional, independent actions, each controlled by different players, then the active player (or, if the active player is not involved, the first involved player after the active player in turn order) chooses a number for his or her set of actions. Knowing that number, the remaining players, in turn order, each choose a number for his or her sets of actions. It can be higher, lower, or the same. Then each set of actions occurs the appropriate number of times.
Here's the thing, if you had responded to the Leveler spell itself with the Lethal Vapors ability, you wouldn't be getting the Leveler at all and your opponent would be the only one losing his library. Not only that, but your opponent would take another turn after his current turn and immediately lose when he tries to draw a card from his empty library.
Now, if you made a misplay and didn't play the Lethal Vapors ability in response to his Leveler spell, now the trigger destroys the Leveler and the Endless Whispers trigger puts it into play under your control. At this point, both of you can try to have a contest to see who gets to skip the most turns. In the end, you will have the last word since you are (or should be) the inactive player since he played the Leveler spell.

Let me get one thing straight with you. When Condor and an official ruling disagree, 50% of the time the official ruling gets reversed later. The other 50% of the time, the rules get clarified/changed to make the ruling right when it really wasn't before.
