Both artifacts have come into play abilities, my question is.
Can I destroy Sharuum the hegemon with a dispeller's capsule if I say "with sharuum's CIP ability on the stack, I'm gonna destroy it" therefore putting in the graveyard and then having the ability resolve?
Can I destroy a Pithing Needle naming dispeller's capsule if I say "with Pithing Needle's CIP ability on the stack, I'm gonna destroy it with dispeller's Capsule" therefore being destroyed before it can affect the dispeller's capsule. Why or why not, thanks for the help!
1. Are you trying to destroy the Sharuum and then have Sharuum return the Capsule? Because that doesn't work. When Sharuum comes into play, the ability goes on the stack and the target is chosen. At that time, the Capsule is still in play and is not a legal target. If you are asking whether or not Sharuum's ability still resolves even if it's destroyed, that is a yes.
402.6. Once activated or triggered, an ability exists independently of its source as an ability on the stack. Destruction or removal of the source after that time won't affect the ability. Note that some abilities cause a source to do something (for example, "Prodigal Sorcerer deals 1 damage to target creature or player") rather than the ability doing anything directly.
2. No, Pithing Needle has an "As" it comes into play ability, which is not triggered. It is a static ability. The choice cannot be responded to.
410.10e. Some permanents have text that reads "[This permanent] comes into play with . . . ," "As [this permanent] comes into play . . . ," "[This permanent] comes into play as . . . ," or "[This permanent] comes into play tapped." Such text is a static ability-not a triggered ability-whose effect occurs as part of the event that puts the permanent into play.
Let me get one thing straight with you. When Condor and an official ruling disagree, 50% of the time the official ruling gets reversed later. The other 50% of the time, the rules get clarified/changed to make the ruling right when it really wasn't before.
No to the first one. It's a targeted abiltiy, and at the time it goes on the stack your artifact isn't in the graveyard and thus isn't a legal target.
No to the second. The reason it because it happens as pithing needle CIPs, instead of when the needle CIPs. Basically, it's not a triggered ability, it doesn't use the stack, and you don't get a chance to do anything in response.
I was told today that this kid on my team called 911 twice this morning and hung up both times. They called back and his dad answered. The reason the kid called 911? He got an erection and didn't know what to do. I wish I was making this up.

I'm just wondering if it's possible to revive an artifact without sharuum entering play.
And for the Pithing Needle, is there anyway I can destroy it before it's static ability takes place?

The Sharuum must enter play in order for the ability to trigger. Luckily there is no opportunity for a player to kill the Sharuum before the ability goes on the stack, and since abilities on the stack are independent of the source, it will still resolve even if Sharuum is destroyed.
Nope, you can respond to the Pithing Needle spell on the stack, but the choice will not be made until resolution and the next time you would get priority, the Needle's effect is already in place.

You can't revive an artifact without Sharuum entering play. However, he doesn't have to be alive for the ability to resolve. For example, you Sharuum, and in response to the CIP ability I Oxidize him. The CIP will still resolve, even though Sharrum himself is dead.
And for the second, there's no way to destory it before the ability takes place. You can't even Stifle or Trickbind it.

No. You can't destroy it until it's in play. As soon as it's in play, its ability is functioning.
