hi, im wondering what exactly happens and how is it possible to sac mogg fanatic targetting a spellstutter sprite that was just cast and it to die before being able to counter, im assuming this can happen with any card with a cip ability and a instant-speed spell. im just wondering what mechanics are involved in this whole process.
if you are trying to counter the Spellstutter Sprite's abilty by sacing the Mogg Fanatic to kill it, it doesnt work. in order to kill the Sprit it has to be in play and in order for it to get into play it has to come in to play. the Sprits abilty will go on stack as soon as it comes in to play and at that point the abilty will resolve no matter what happens to the creature (ie path to exile, shock, ect) reguardless if its still in play or not.

It is possible to kill a Spellstutter Sprite before its ability counters a spell because the event of Spellstutter Sprite coming into play is distinct from the resolution of an ability which triggers on that. One causes a situation which results in the other. And crucially, this is after these events are separated in time by a period during which all players receive priority at least once. Another player can use this chance to kill a Spellstutter Sprite, or any other Faerie.
If you do this, the number of Faeries that player controls will be one less, so it is possible that the triggered ability will fail, since its target may no longer have a small enough converted mana cost.

You can't stop comes into play abilities by killing the creature, ever.
Once a comes into play ability goes on the stack, it will stay there until it resolves (or is stifled).

so if i were playing an opponent, and he plays a sprite to try to counter something that i am playing, when/how do i declare that i will be killing the sprite before it is in play?
also this works for vendilion clique also correct?

This. You can't kill the crature before it comes into play, as there's nothing to kill before it's in play.
If your opponent has exactly enough fearies in play to counter a spell, killing any of the will stop spellstutter sprite's ability (but it won't remoe it from the stack)
If you opponent has 4 fearies and tries to counter a wooly thoctar, you can't stop the thoctar from being countered by useing mogg fanatic, no matter what creature you kill.
If you hvae fanatic and you opponent plays vendilion clique, you can't stop the comes into play ability with the fanatic.

You can't destroy something that isn't in play. I thought that you understood this. Quite simply, if it isn't in play, it isn't there to destroy.
If you want to respond to the CITP ability of Spellstutter Sprite by destroying Spellstutter Sprite you have to wait until it comes into play and the CITP ability goes on the stack. When the Spellstutter Sprite ability resolves, if the player who controls the CITP ability doesn't have enough faeries in play to counter that spell, the spell isn't countered.

You can't "kill" something that isn't in play. "Kill" implies you were thinking of it as a creature, i.e. a creature permanent. If it isn't in play, it doesn't exist to be destroyed, burned, forced-sacrificed, or whatever.
That isn't what the people who replied to you said. At all.

You can take an action, like playing a kill spell on Vendilion, before its ability resolves. But its ability still resolves, later.

If Spellstutter Sprite's ability targets a legal spell, and then the number of faeries the Sprite's controller controls is reduced below the CMC of the spell before the ability can resolve, the ability will be countered due to having an illegal target when it attempts to resolve. Read Spellstutter Sprite's ability
When Spellstutter Sprite comes into play, counter target spell with converted mana cost X or less, where X is the number of Faeries you control.

This is incorrect; the ability will indeed be countered as its target ("target spell with converted mana cost X or less, where X is the number of Faeries you control") is no longer valid.
