ninjutsu mana cost is an activated ability (cost:effect) that is the same as:
mana cost, Return an unblocked attacker you control to hand: Put this card into play from your hand tapped and attacking.If you stifle it, the costs still get paid, in this case the costs are the mana cost and returning an unblocked attacker. Also, none of the effects of the ability occur.
So, if ninjitsu is stifled, the attacker is returned and the mana cost is paid, but nothing else.
Would the card about to be put into play have to be revealed if the ability was stifled? It would seem so, because you have to see that the ability is even there to trigger, but I'm not sure.
Actually, I made the mistake of only looking at the reminder text (although the result is the same). Here's the Comprehensive rules on Ninjutsu:
