as long as a card was printed in a legal set any printing of that card is legal, except for alpha, unless you sleeve it. And as axcess99 said it has to have either white or black border and the standard back

They probably do. New cards cost more because lots of players like to have shiny new cards, especially since 10th is black bordered. Also, if it's a set that is currently in print, there are frequently fewer on the market, because fewer have been opened.
