Neither. Once the ability is one the stack (that is, once it's been played), destroying Piper will not stop it from resolving. Once it resolves, you will put a creature card from your hand into play, even if the Piper isn't in play at that point.

Neither. Once you have activated Elvish Piper's ability, destroying the source of the ability will not interfere with its resolution. When the ability resolves, you will put a creature card of your choice from your hand into play.

It's even better than that. Once the ability is on the stack, it doesn't matter what happens to your Elvish Piper. Your creature comes into play when Elvish Piper's ability resolves, no matter what happens to the piper. If he wants to stop your piper after you've activated it, he'd need something like Trickbind, to counter the ability itself.
Now, if your friend wants to stop the Piper's ability before you use it, he needs to kill it before you can tap it.

Unless the opponent is trying to kill it with a spell that has Split Second, then he could just respond to whatever is going to kill the Piper by activating its ability.
Example:

Eventually the Shock resolves, killing your Piper.
