It feels that there are other situations that would count as a single event, but not mentioned. For example:
1) If multiple PWs enter the battlefield together, would that count as a single event of putting counters?
2) I presume each proliferate (and effects like Chishiro, the Shattered Blade) is a single event as well.
3) What about Sword of Truth and Justice, where it puts a +1/+1 counter then immediately proliferate?
700.1. Anything that happens in a game is an event. Multiple events may take place during the
resolution of a spell or ability. The text of triggered abilities and replacement effects defines the
event they’re looking for. One “happening” may be treated as a single event by one ability and as
multiple events by another.
Example: If an attacking creature is blocked by two creatures, this is one event for a
triggered ability that reads “Whenever [this creature] becomes blocked” but two events for
a triggered ability that reads “Whenever [this creature] becomes blocked by a creature.”
So what constitutes an event is specific to the ability looking for one. AwBO looks for you putting one or more counters on a permanent or player. So any permanent or player receiving counters by you results in a trigger event. Multiple such permanents or players result in multiple such triggers.
In the case of planeswalkers, I'm not aware of any card that looks for more than one to receive counters at the same time, so (at least in the vast vast majority of cases, if an exception even exists) each planeswalker getting counters is a seperate event.
Each proliferate is a seperate game action, happening in sequence, and therefore they result in seperate events. If some other game action preceedes or follows a proliferate, that is a seperate event. It does not add to the proliferate action.
701.27a To proliferate means to choose any number of permanents and/or players that have a
counter, then give each one additional counter of each kind that permanent or player already
has.
But from that game action can result multiple events.
Again, what is an event is defined by the card looking for it. Different cards may see different events and different numbers of events from the same thing happening.
You miss some details of what All Will Be One says. It does not individuate each counter placed on the object or player, but it does individuate by permanent and player onto which you put the counters. It says "one or more" counters, but "on ***a*** permanent or player" picks out different permanents and/or players that receive counters simultaneously.
Since it is a trigger, this event also extracts the quantity to define "that much damage", as well as go onto the Stack as ye so many separate abilities for each permanent and player that received counters.
So,
1) Different planeswalkers make you put counters on them, so there's a trigger for each one, with that much damage equal to the loyalty.
2) To proliferate is to put various counters on many things. You trigger for each thing but only once no matter how many counters each gets.
3) The Sword stipulates a sequence, things separated in sequence are unable to be one event, so they are distinct events. All Will Be One triggers for the counter and, without prejudice, may trigger for the proliferate as covered in question (2).
